Uzbekistan’s PM honours Uzbekistan Government Quality Award winners, in cooperation with UAE Government


Abdulla Aripov, Prime Minister of the Republic of Uzbekistan, and Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, convened in Tashkent to recognise the winners of the inaugural Uzbekistan Government Quality Award. Launched in November 2022 under the umbrella of the strategic partnership for government modernisation between the two nations, the award’s design and standards are rooted in the UAE government excellence model.

Prime Minister Aripov and Al Gergawi reviewed the latest developments in the strategic partnership, focusing on the modernisation and development of government operations. They highlighted achievements made over more than four years of effective collaboration and explored possibilities to expand bilateral cooperation for advancing government work models.

Aripov honoured the winners of the Uzbekistan Government Quality Award across institutional and individual categories. The awardees were selected after a comprehensive evaluation of more than 200 nominations from 17 governm
ent entities. The evaluation process engaged 43 experts, evaluators and jurors from the UAE.

The Uzbek Prime Minister affirmed that the collaboration between the governments of the Republic of Uzbekistan and the UAE has evolved into an advanced stage of comprehensive and fruitful cooperation. This progress is attributed to the unwavering support from Shavkat Mirziyoyev, President of the Republic of Uzbekistan, President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai.

Aripov emphasised that the Uzbekistan Government Quality Award marks a significant milestone in the strategic partnership for government modernisation, reinforcing excellence and inspiring government institutions to strive for the highest standards of service quality and operational efficiency. The award, he noted, reflects a shared understanding of the paramount importance of quality and excellence in driving business development, instig
ating a transformative shift in government work models and methodologies aimed at enhancing the well-being of the community.

Expressing profound confidence, Abdulla Aripov stated that the partnership with the UAE government will help advance the development efforts of the Uzbekistan government, aligning with the aspirations outlined in the Uzbekistan 2030 strategy. He underscored the significant outcomes achieved through expanded collaboration, including the initiation of capacity-building, leadership, coding and government accelerator programmes, among others. His Excellency commended the UAE government’s expertise in developing and implementing methodologies for government excellence, as well as its willingness to share successful experiences with the government of Uzbekistan.

Mohammad Al Gergawi affirmed that the fruitful collaboration between the UAE and Uzbekistan mirrors the shared visions of the leadership in both countries to amplify positive government cooperation. This collaboration, he emphasised
, aligns with the directives of the UAE leadership to facilitate the exchange of knowledge among governments worldwide and broaden the scope of international partnerships, all with the aim of shaping governments of the future.

Al Gergawi commended the dedication of the government of Uzbekistan in embracing and instilling a culture of institutional excellence across all facets of governmental operations.

Al Gergawi underscored the significance of the award in establishing the foundational principles of quality and excellence, providing clear guidance for performance development, enhancing the efficiency of government personnel and building the capabilities of government entities, while augmenting their overall effectiveness and encouraging their delivery of flexible and innovative services. This perspective reflects the mutual understanding of both countries that the excellence of government bodies is connected to the excellence of their employees, with quality and excellence serving as the common thread con
necting them.

Winners

Aripov honoured the winners in various categories of the Uzbekistan Government Quality Award. These included Asror Rustamov from the Ministry of Mining, Industry and Geology, awarded as Distinguished Field Employee; Sherimbetov Xalilulla from the Ministry of Natural Resources, recognised as Distinguished Specialised Employee; Asamutdinov Jaloliddin from the Ministry of Health, honoured for his Distinguished Customer Service; Jamshid Abduzukhurov from the Ministry of Agriculture, acknowledged as Distinguished Supervisory Employee; and Rabiyev Sherzod from the Ministry of Justice, esteemed as Distinguished Deputy Minister.

At the institutional category level, outstanding government achievements were celebrated. Notable among them were the Ministry of Agriculture’s project aimed at increasing employment and income of the population by supporting the establishment of agricultural holdings, recognised as the Best Government Initiative / Project / Experiment. The Ministry of Digital Technol
ogies received an award for its IT Park Uzbekistan initiative, recognised as the Best Government Innovation Idea. The Ministry of Justice was honoured as the Best Government Entity in Integrated Enablers, Best Government Entity in Main Function and Innovation, and Best Ministry. The Ministry of Health received recognition as the Best Government Entity in Vision Realisation.

The first edition of the award saw the submission of over 200 nominations from 17 government entities and ministries. These nominations underwent a rigorous evaluation process over 27 days in Tashkent, involving more than 13,000 hours of evaluation with the participation of 43 experts, evaluators, and jurors from the UAE.

The Uzbekistan Government Quality Award, launched in November 2022, reflects the concerted efforts of the governments of the UAE and the Republic of Uzbekistan to solidify the foundations of quality and excellence. It serves as a tangible expression of the objectives outlined in the strategic partnership initiated in Ap
ril 2019, specifically within the Government Quality pillar. This pillar, one of the seventeen pillars of the partnership, is dedicated to building and disseminating a culture of quality and government excellence within government entities and among their employees through exchanging knowledge, leveraging experiences and development models, and implementing best practices.

The award signifies the joint efforts of both countries’ governments to fortify the foundations of quality and excellence. It provides a clear roadmap for the Uzbek government and its agencies to enhance their performance, reach distinguished government levels, and deliver services that ensure the quality of life for society. The UAE government’s commitment to propagating its excellence system, internationally recognised for follow-up and measurement, is evident in this initiative.

Since its inception, the award has been complemented by more than 20 specialised training workshops, benefiting over 500 government employees. Additionally, an
evaluation team comprising 55 elite experts and evaluators from federal and local government entities, alongside evaluators from the government of Uzbekistan, have been trained by the UAE government to assess and measure government excellence.
